Is it more beneficial to the bot to give it as many commands as possible to 'orient' the bot to work better? Including combatcount<2 on all single target spells, havetarget and !havetarget, targethp>1 selfhp>1, etc... ??

Does the bot just fill in the blanks or does it merely skip what it can't find and use what it can?

Kinda depends on what your goal is. Generally it should be as simple as possible, but of course as many as necessary to define what you need.
The bot only "fills the blanks" with conditions that imply another one, i.e. distance, targethp etc. require you to have a target (so adding havetarget would be redundant) otherwise they can not be fulfilled and are assumed to not be true. But that is of course only logical.
